EU Delays Digital Euro Legislation Amid Draft Bill Leak and Questions

According to insiders at CoinDesk, plans by the European Union to enact laws backing the digital euro have been temporarily put on hold. The legislation was supposed to be released on June 28, but it has been postponed as a result of the disclosure of a draft bill addressing privacy and technical issues with central bank digital currency (CBDC). In addition, recent comments from finance ministers have cast doubt on the underlying goals of the suggested proposal.
Shifting Timeline for the Draft Bill
Multiple adjustments have been made to the draft bill’s schedule, which is meant to come before the European Central Bank makes a final decision about the launch of a digital currency. The bill was originally planned for release in May, but as noted in a tentative forward agenda released last week, it was most recently anticipated to be considered and published during a meeting of the European Commission’s decision-making body on June 28. A new publication date has not yet been announced, and no explanation for the delay has been given.

During a routine meeting, finance ministers from the euro area engaged in discussions surrounding the digital euro plans. Emphasizing the significance of conveying a clear and compelling narrative, Irish Finance Minister Paschal Donohoe, who chaired the talks, expressed the importance of highlighting saying, “importance of developing a compelling and clear narrative regarding what would be the added value of this development”. Minister Donohoe further mentioned that while ministers are supportive of the initiative, they also aim to explore opportunities to enhance the narrative surrounding the digital euro within their institutions. He added, “within our institutions ministers want to support this work but also look at how we can further develop that narrative.”
The delay in publishing the legislation for the digital euro signifies a pause in the progress towards establishing a regulatory framework for the proposed CBDC.
