Russia Legalizes Bitcoin Mining as Putin Signs New Crypto Laws

On August 8, Russian President Vladimir Putin made a decisive move by signing laws that officially legalize Bitcoin and digital asset mining. This legislation marks a significant shift in Russia’s approach to cryptocurrency, paving the way for more structured and regulated mining activities.
Who Can Mine Bitcoin in Russia?
Under this new law, a national register will determine who is eligible to mine Bitcoin in Russia. Interestingly, those with low-energy consumption mining rigs are exempt from the regulations, allowing individuals below the government’s electricity cap to participate in Bitcoin mining legally. Furthermore, the law recognizes essential network infrastructure, such as mining pools and address identifiers, and permits the trading of foreign virtual currencies on Russian blockchains.
However, the Bank of Russia retains the authority to ban specific digital assets if they pose a threat to the nation’s financial stability.
Putin’s endorsement of these crypto laws follows two frameworks passed by the State Duma in July. One law, set to take effect on November 1, greenlights crypto mining, while another law, effective from September 1, authorizes Russia’s central bank to explore crypto-denominated cross-border payments.
This legislative shift reflects Russia’s reversal on digital assets, positioning the country to play a more active role in the global crypto market. Reports indicate that El Salvador, a pioneer in Bitcoin adoption, has already approached Russia for potential crypto trade collaborations.
