U.K. Central Bank Begins Testing Potential Digital Pound

The Bank of England (BoE) has launched the “Digital Pound Labs” to explore the feasibility of a central bank digital currency (CBDC). Announced on January 14, this initiative aims to foster collaboration between government entities and private financial sector participants, focusing on potential use cases, business models, and blockchain-powered payment systems.
The BoE’s progress report highlighted plans to create a test environment, or sandbox, where participants can address challenges in the existing payment infrastructure. The project intends to explore how a digital pound could improve efficiency, security, and accessibility in financial transactions, engaging local and international stakeholders throughout the process.
As part of the shift to a more hands-on approach, the BoE has replaced its Technology Forum, a previous channel for public and institutional feedback, with the Digital Pound Labs. The labs will work in tandem with the Academic Advisory Group and the Engagement Forum to provide more direct input into the consultation and testing phases.
Despite the lab’s establishment, the BoE has not committed to launching a CBDC. The report emphasizes the need for detailed policy and technical frameworks, which will be developed over the coming years. Once the design phase concludes, the BoE and HM Treasury will assess whether to move forward with the digital pound based on consultation feedback and evolving trends in the payments landscape.
The introduction of a digital pound would require parliamentary approval and additional public consultation. Lawmakers have previously urged caution, particularly after the central bank’s initial mention of a sovereign digital currency in February 2023.

The BoE stated:
No decision has been made on whether to proceed with a digital pound. After completing the design phase over the next couple of years, including taking account of developments in the wider payments landscape, the Bank and Government will assess the policy case for a digital pound and determine whether or not to proceed.
