Nick Begich and Maine Rep. Jared Golden <a href=\"https:\/\/begich.house.gov\/media\/press-releases\/congressman-nick-begich-leads-legislation-establish-strategic-bitcoin-reserve\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a> the introduction of the American Reserve Modernization Act of 2026 (ARMA), which, if approved, will create a strategic <span>bitcoin<\/span> reserve and enshrine Americans\u2019 property rights to the lawful use of digital assets.<\/p>\n<p>The bill would extend the provisions of the <strong>\u201cEstablishment of the Strategic <span>Bitcoin<\/span> Reserve and United States Digital Asset Stockpile\u201d<\/strong> Executive Order signed by President Trump on March 6. 2025, with some new additions.<\/p>\n<p><\/p>\n<p>ARMA establishes a <span>bitcoin<\/span> reserve and a digital asset stockpile to be managed by the U.S. Department of the Treasury, and requires all federal agencies to provide a full accounting of digital assets held in their possession.<\/p>\n<p>The legislation empowers the Treasury to acquire up to 200,000 <span>BTC<\/span> per year for five years, aiming to reach a goal of 1 million <span>BTC<\/span> under federal custody, building on what the Boosting Innovation, Technology, and Competitiveness through Optimized Investment Nationwide ( <span>BITCOIN<\/span>) Act, introduced by Senator Cynthia Lummis, had proposed before.<\/p>\n<p>Under ARMA, <span>bitcoin<\/span> purchases would be conducted in a budget-neutral way, using <span>gold<\/span> revaluation to produce the funds needed for these acquisitions. It also introduces strict custody standards to avoid loss of digital assets due to unsafe security measures.<\/p>\n<p>Begich stated that ARMA <strong>\u201cpositions the United States to lead confidently in the digital age while protecting taxpayer interests, strengthening financial sovereignty, and reinforcing the principles of transparency and sound stewardship,\u201d<\/strong> also reinforcing the relevance of private property rights in the digital currency ecosystem.<\/p>\n<p>Golden stressed that <span>cryptocurrency<\/span> was not the \u201cfringe phenomenon\u201d it was once, and that Congress was due to set policies on what to do with the <a href=\"https:\/\/www.binance.com\/en\/price\/bitcoin\" class=\"lar_link lar_link_outgoing\" target=\"_blank\" rel=\"noopener noreferrer\">bitcoin<\/a> held by the U.S.<\/p>\n<p><strong>\u201cAdministrations have auctioned it off or held it in reserve, according to the whims of the executive branch. By creating a strategic reserve with the weight of law, the ARMA reinforces stability and gives Congress more time to establish long-term policy for how the federal government approaches <span>cryptocurrency<\/span>,\u201d<\/strong> he concluded.<\/p>\n<p>Similar legislation is currently being <a href=\"https:\/\/news.bitcoin.com\/strategic-bitcoin-reserve-bill-allowing-brazil-to-acquire-up-to-1-million-btc-reintroduced-in-congress\/\">debated<\/a> in Brazil, targeting spending of up to 5% of all the country\u2019s foreign reserves on <a href=\"https:\/\/www.binance.com\/en\/price\/bitcoin\/\" class=\"lar_link lar_link_outgoing\" target=\"_blank\" rel=\"noopener noreferrer\">BTC<\/a>.
