The world has changed. In certain extreme scenarios, such as war, sanctions, or financial disruption, <span>Bitcoin<\/span> has already begun to play a role.<\/p>\n<\/blockquote>\n<p>The legislator is careful to posture <span>bitcoin<\/span> as a complement to Taiwan\u2019s existing holdings rather than a replacement. \u201cUnlike dollars or bonds, <span>Bitcoin<\/span> does not belong to any single sovereign state; unlike <span>gold<\/span>, it is digitally transferable and verifiable,\u201d he explained, adding that under extreme geopolitical or financial pressure, the asset\u2019s \u201c <span>censorship resistance<\/span>, neutrality, and ability to move value across borders can provide a unique layer of resilience.\u201d<\/p>\n<p>That resilience argument, rather than portfolio diversification, is the case Dr. Ko leads with. He pointed to \u201cUkraine, Iran, Bhutan, and other countries facing geopolitical or monetary pressure\u201d as examples the Taiwanese public can readily grasp. Bhutan, notably, still <a href=\"https:\/\/news.bitcoin.com\/bhutan-state-bitcoin-wallet-drops-to-3954-btc-after-latest-sale\/\">holds thousands of BTC<\/a> mined by its state investment arm.<\/p>\n<h2>A \u2018CLARITY Moment\u2019 for Taipei<\/h2>\n<p>Dr. Ko laid out a gradual, five-step path including serious government research, a legal foundation, a small digital-asset reserve framework, a national vault for <span>bitcoin<\/span> the government already holds or has seized, and only then formal reserve legislation.<\/p>\n<p>The research phase, he noted, is underway through the BPI report and follow-up dialogue with the central bank. The legal foundation arrived weeks ago: Taiwan\u2019s legislature passed the Virtual Asset Service Act on June 30, a sweeping licensing regime for exchanges and <span>stablecoin<\/span> issuers.<\/p>\n<p>\u201cTaiwan has just passed the Virtual Asset Service Act, which I see as our \u2018CLARITY moment,&#8217;\u201d Dr. Ko stated, referencing the <a href=\"https:\/\/news.bitcoin.com\/clarity-act-senate-july-push-lummis-consumer-protection\/\">U.S. CLARITY Act<\/a> now approaching a Senate floor vote.<\/p>\n<p>The next step, in his own words, would start small and conservative before any formal <span>bitcoin<\/span> accumulation begins.<\/p>\n<h2>Politics Sets the Timeline<\/h2>\n<p>The main variable in Dr. Ko\u2019s forecast is electoral. He described the current ruling party as \u201cmore cautious toward <span>Bitcoin<\/span>, but more open to <span>RWA<\/span> and <span>stablecoins<\/span>,\u201d and tied his prediction to a potential change of government.<\/p>\n<p>\u201cIf Taiwan has a center-right party ruling government after the 2028 or 2032 presidential election, for example Kuomintang, I believe a <a href=\"https:\/\/www.binance.com\/en\/price\/bitcoin\" class=\"lar_link lar_link_outgoing\" target=\"_blank\" rel=\"noopener noreferrer\">Bitcoin<\/a> strategic reserve could become realistic within one presidential term,\u201d he said, adding:<\/p>\n<blockquote>\n<p>So my estimate is roughly an 80% chance within five years, and close to 100% within ten years, or at least, a very high chance within ten years if the political conditions are right.<\/p>\n<\/blockquote>\n<p>Taiwan built its <a href=\"http:\/\/www.bitcoin.com\/get-started\/bitcoin-vs-gold\/\" class=\"lar_link lar_link_outgoing\" target=\"_blank\" rel=\"noopener noreferrer\">gold<\/a> reserves with what Dr. Ko calls foresight, and he argues the island (a technology leader with more than 80% of its reserves concentrated in U.S. dollar-denominated assets, according to the BPI report) should apply the same instinct to <a href=\"https:\/\/www.binance.com\/en\/price\/bitcoin\" class=\"lar_link lar_link_outgoing\" target=\"_blank\" rel=\"noopener noreferrer\">bitcoin<\/a> before a crisis forces the question.<\/p>\n<p>Whether Taipei moves at Dr. Ko\u2019s pace remains to be seen. The central bank has so far engaged cautiously, and no allocation has been approved. But with the legal framework now in place and the research phase underway, two of his five steps are already behind him.
