discussion on the Digital Asset Market Clarity Act is nearing its end.<\/p>\n<p>Senator Bernie Moreno has <a href=\"https:\/\/x.com\/berniemoreno\/status\/2086126060614369300?s=20\" target=\"_blank\" rel=\"noopener noreferrer\">disregarded additional exchanges between Democrats and Republicans<\/a>, claiming that the negotiation phase had finished.<\/p>\n<p>On social media, Moreno stressed that there was <strong>\u201cabsolutely nothing to \u2018iron out.&#8217;\u201d <\/strong>clarifying that an agreement was reached weeks ago and all parties to that agreement<strong> \u201cwould be expected to keep their commitments.\u201d<\/strong><\/p>\n<p><strong>\u201cThe eleven months of negotiations between Senate Republicans and Democrats have officially ended and every Senator will have the opportunity to cast their vote,\u201d <\/strong>referring to the <a href=\"https:\/\/news.bitcoin.com\/regulation-and-legal\/thune-delays-clarity-act-vote-to-september-amid-senate-deadlock\/\">cloture filed by Senate Majority Leader John Thune<\/a> on the motion to proceed to the CLARITY Act on September 15.<\/p>\n<p>Moreno pinned the responsibility for CLARITY\u2019s failure on Senate Democrats, declaring that they would have to choose between handing the industry to China or embracing American exceptionalism to perpetuate U.S. industry dominance.<\/p>\n<p><strong>\u201cIt\u2019s an easy choice if you love America!\u201d<\/strong> he concluded.<\/p>\n<p>While Moreno believes that all 53 Republican senators will vote in favor of the bill, some have voiced concerns about the effect of passing CLARITY on community banks.<\/p>\n<p>Senators Jerry Moran and Josh Hawley, both Republicans, have publicly said they would oppose the CLARITY Act under its current form.<\/p>\n<p>In statements made to Politico, Hawley said that <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/08\/05\/congress\/hawley-to-oppose-crypto-bill-without-changes-01025639\" target=\"_blank\" rel=\"noopener noreferrer\">people in Missouri, his state, were very worried<\/a>. <strong>\u201cFarmers and ranchers, in particular, are very, very concerned that deposit flight in small towns could absolutely kill their ability to get ag loans,\u201d<\/strong> he stated.<\/p>\n<p>Moran also raised similar arguments against CLARITY, citing <strong>\u201cconsequences on the people who rely upon banks in small towns across Kansas\u201d<\/strong> as the reason behind his newfound opposition.<\/p>\n<p>Even with all Senate Republicans on board, the CLARITY Act would need 60 votes to pass, meaning that the GOP would have to sway at least 7 Democrats to its side.
