Bill No. 1131 was formally submitted to the National Council on Aug. 6. If approved, it would replace the regime enacted in 2022 and align Monaco\u2019s regulations more closely with the <a href=\"https:\/\/news.bitcoin.com\/crypto-news\/eu-mica-shake-up-lets-crypto-scammers-target-users\/\">European Union\u2019s Markets in Crypto\u2011Assets Regulation<\/a> (MiCA) and standards set by the Financial Action Task Force (FATF).<\/p>\n<p>Under Law No. 1.528, <a href=\"https:\/\/www.99avocats.com\/en\/publications\/law-no-1-528-of-7-july-2022-amending-various-digital-provisions-and-regulating-the-activities-of-service-providers-on-digital-assets-or-crypto-assets#:~:text=1.528%20thus%20regulates%20digital%20asset%20services%20and,of%20services%20on%20digital%20assets%20or%20crypto%2Dassets.\" target=\"_blank\" rel=\"noopener noreferrer\">passed in July 2022<\/a>, crypto\u2011asset and digital\u2011asset services were divided into two regulatory tracks based on activity. Asset issuance and operational services required approval from the State Minister, while investment services involving crypto assets required authorization from the Commission de Contr\u00f4le des Activit\u00e9s Financi\u00e8res (CCAF).<\/p>\n<p>The regime also required service providers seeking licenses to establish a registered company in Monaco, and foreign firms were explicitly prohibited from <a href=\"https:\/\/news.bitcoin.com\/esma-tells-unauthorized-crypto-firms-to-wind-down-as-mica-deadline-hits-in-3-days\/\">soliciting Monegasque residents<\/a> through unsolicited marketing.<\/p>\n<p>The new legislation more clearly defines which crypto\u2011asset services may legally operate in Monaco and introduces stricter operational requirements covering corporate governance, prudential safeguards and professional\u2011conduct standards. Under the proposed rules, providers must obtain prior authorization from the CCAF.<\/p>\n<p>According to a local report, licenses would only be granted after joint reviews by the Autorit\u00e9 Mon\u00e9gasque de S\u00e9curit\u00e9 Financi\u00e8re and the Agence Mon\u00e9gasque de S\u00e9curit\u00e9 Num\u00e9rique. The measure also expands the CCAF\u2019s supervisory and enforcement powers. Government officials said the enhanced oversight aims to <a href=\"https:\/\/news.bitcoin.com\/fatf-calls-for-rapid-global-crypto-standards-rollout-as-cross-border-enforcement-gaps-raise-systemic-risks\/\">strengthen regulatory compliance and prevent money laundering<\/a> and other illicit financial activity.<\/p>\n<p>If approved by the National Council, the statutory framework will be followed by secondary implementing regulations detailing practical and technical requirements for businesses.<\/p>\n<p>Monaco\u2019s move to refine its cryptocurrency regulations comes more than a year after it was added to the European Commission\u2019s list of <a href=\"https:\/\/www.lemonde.fr\/international\/article\/2025\/06\/10\/monaco-ajoute-a-la-liste-europeenne-des-pays-a-haut-risque-de-blanchiment-d-argent_6612077_3210.html?srsltid=AfmBOoo2F73agfy1Ne5s__QMv1wFDVnu7HkJgdcx77KJuDJbvAh45nja\" target=\"_blank\" rel=\"noopener noreferrer\">high\u2011risk countries for money laundering<\/a>.
