Cloture generally takes 60 votes and would let the Senate move toward debating and potentially passing the legislation.<\/p>\n<p>Getting there solves only the first problem. <a href=\"https:\/\/www.americanbanker.com\/news\/heres-what-a-clarity-free-crypto-market-structure-looks-like\" target=\"_blank\" rel=\"noopener noreferrer\">According to American Banker reporting<\/a>, Capital Alpha Partners\u2019 Ian Katz slashed his enactment estimate from roughly 40% to 25%, possibly lower, warning that clearing cloture still would not guarantee passage.
