With the vote a week out, the company\u2019s most senior legal voice has concluded that the obstacle is not a missing legal argument. It is that a bloc of senators does not picture their own voters when they picture crypto.<\/p>\n<h2>Who the 67 Million Are<\/h2>\n<p>In August, Alderoty pushed back on a Wall Street Journal editorial that reduced the bill\u2019s supporters to \u201cthe crypto boys,\u201d <a href=\"https:\/\/x.com\/AssetsDaily\/status\/2085527232869503380\" target=\"_blank\" rel=\"noopener noreferrer\">adding<\/a>:<\/p>\n<blockquote>\n<p>Crypto holders are teachers, nurses, veterans, construction workers, parents and small business owners. Reducing this diverse group to a stereotype overlooks 67 million Americans.<\/p>\n<\/blockquote>\n<p>Ripple has been feeding numbers into that argument for weeks, with Alderoty citing 232,000 crypto-adjacent jobs in the U.S. generating roughly $55 billion in economic activity. He noted that there are as many holders over 55 as under 25, and pointed out that about a third are women. \u201cMore crypto holders in this country work in manufacturing and construction than work in finance and tech,\u201d he said.<\/p>\n<h2>What Sept. 15 Actually Decides<\/h2>\n<p>The date is not a vote on the CLARITY Act, but rather a <a href=\"https:\/\/news.bitcoin.com\/regulation-and-legal\/clarity-act-dead-mariotti-lummis-2030\/\">cloture vote on the motion<\/a> to proceed, scheduled for roughly 2:15 p.m. ET, which asks a narrower question: do at least 60 senators agree to begin debating the bill at all?<\/p>\n<p>The bill itself would build a federal market-structure framework for digital assets and divide oversight between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC), granting the CFTC exclusive jurisdiction over digital commodity spot markets. That would be the largest expansion of CFTC authority in the agency\u2019s history. It cleared the Senate <a href=\"https:\/\/news.bitcoin.com\/pro-crypto-clarity-act-h-r-3633-passes-senate-banking-committee-15-9\/\">Banking Committee 15-9<\/a> in May, a vote that <a href=\"https:\/\/news.bitcoin.com\/xrp-hits-session-highs-as-clarity-act-advances-to-full-senate\/\">sent XRP to session highs<\/a>, and Republicans released updated text in July.<\/p>\n<p>Alderoty has been consistent about the stakes. \u201cThere is a viable path for Clarity,\u201d he said in August, calling Sept. 15 \u201ca bellwether mark as to whether this continues to advance through Congress.\u201d He added that the legislation is \u201csort of unbeatable\u201d once passed because \u201cit\u2019s very hard to undo,\u201d and warned that \u201cthe U.S. will miss an incredible opportunity if we don\u2019t get it through.\u201d<\/p>\n<p>That said, XRP is trading near $1.44. The <a href=\"https:\/\/news.bitcoin.com\/regulation-and-legal\/consumer-technology-association-urges-senate-vote-on-clarity-act\/\">Consumer Technology Association<\/a> has separately urged a Senate vote, and XRP ETFs have already <a href=\"https:\/\/news.bitcoin.com\/morgan-stanley-drives-btc-inflows-as-xrp-etfs-pull-26m-on-clarity-act-hopes\/\">drawn inflows on CLARITY hopes<\/a>.
