Meanwhile, on Sept. 1, the official @a16z account posted a video titled \u201cFlock eliminates crime. Decline is a choice,\u201d <a href=\"https:\/\/x.com\/a16z\/status\/2094806532999553311\" target=\"_blank\" rel=\"noopener noreferrer\">defending the company and explaining<\/a> how it helps fight crime.<\/p>\n<h2>Vigilant Protections and Partner Stalking<\/h2>\n<p>\u201cFlock is the bridge that can take us from the subjective policing of the past to the more objective policing of the future, where crimes are solved, criminals deterred, and innocent communities protected,\u201d Ulevitch and Alex Immerman, another general partner at A16z, <a href=\"https:\/\/www.a16z.news\/p\/we-can-and-do-solve-crime\" target=\"_blank\" rel=\"noopener noreferrer\">wrote in a piece defending Flock<\/a> in April.<\/p>\n<p>According to them, \u201csurveillance\u201d or \u201cprivacy concerns\u201d overlook \u201cthe vigilant protections in place to ensure that Flock cannot be used for surveillance or to violate privacy.\u201d<\/p>\n<p>In August, The Washington Post identified <a href=\"https:\/\/www.washingtonpost.com\/technology\/2026\/08\/02\/how-police-officers-used-vast-network-cameras-spy-their-exes\/\" target=\"_blank\" rel=\"noopener noreferrer\">46 cases of officers accused of using Flock for unauthorized purposes<\/a>, including stalking partners.<\/p>\n<p>A16z has invested in Flock since 2021, joining multiple investment rounds. The ALPR network company told Fortune in April that it had raised $500 million, surpassing <a href=\"https:\/\/fortune.com\/2026\/08\/24\/flock-8-billion-startup-backed-a16z-tiger-surveillance-camera\/\" target=\"_blank\" rel=\"noopener noreferrer\">$1.2 billion in total funding<\/a> and valuing the business at $8.3 billion. The report said Flock crossed $500 million in annual recurring revenue in the first half of this year.<\/p>\n<h2>A16z Crypto Calls to End \u2018The Era of Mass Financial Surveillance\u2019<\/h2>\n<p>At the same time, A16z\u2019s investment portfolio includes multiple startups focused on strengthening people\u2019s privacy, including financial privacy. These include Nym Technologies, developer of a virtual private network that aims to prevent sensitive data leaks through existing internet protocols; XMTP, an encrypted messaging protocol; Aleo, a platform \u201cdesigned to facilitate absolute privacy on blockchains\u201d; and Aztec, a protocol that enables private transactions across Ethereum, among others.<\/p>\n<p>This year, A16z also backed Zcash Open Development Lab, a team focused on developing Zcash, one of the top privacy coins.<\/p>\n<p>These crypto-related investments <a href=\"https:\/\/news.bitcoin.com\/a16z-crypto-unveils-2-2-billion-fund-to-build-the-next-wave-of-financial-innovation\/\">were made by A16z crypto<\/a>, a different team from the one that invested in Flock. However, Flock and the privacy companies are all listed in A16z\u2019s investment portfolio.<\/p>\n<p>Besides providing funding, A16z crypto has <a href=\"https:\/\/news.bitcoin.com\/how-crypto-could-reshape-finance-ai-and-privacy-by-2026-a16z-crypto\/\">publicly supported technologies designed to protect online and financial privacy<\/a>. In a 2025 blog post, the company called to end \u201cthe era of mass financial surveillance.\u201d<\/p>\n<p>\u201cWe do not need to accept the government\u2019s pervasive invasion of our financial privacy,\u201d the post said, urging the government to encourage financial institutions to adopt blockchains.<\/p>\n<h2>On DeFi Tools and Tornado Cash<\/h2>\n<p><a href=\"https:\/\/a16zcrypto.com\/posts\/article\/defi-gives-financial-privacy-will-regulation-take-it-away\/\" target=\"_blank\" rel=\"noopener noreferrer\">In an earlier piece, they asked<\/a>: \u201cMay the government restrict such DeFi tools, and force people to use third-party intermediaries, precisely to take advantage of the extra surveillance power that the third-party doctrine would provide?\u201d<\/p>\n<p>That doctrine says information loses its privacy protection once you share it with a third party. It also allows police to search Flock\u2019s camera records without a warrant.<\/p>\n<p>Also, <a href=\"https:\/\/dwt2zme5yrom6.cloudfront.net\/uploads\/2022\/11\/ZKPs-and-Regulatory-Compliant-Privacy.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">reacting to the government\u2019s actions against the Tornado Cash<\/a> mixer in 2022, A16z crypto argued that the Treasury should have pushed for better technical fixes rather than sanctioning the protocol outright, as it \u201chad some technical controls in place\u201d to guard against illicit use. The paper, Privacy-Protecting Regulatory Solutions Using Zero-Knowledge Proofs, while not disputing that illicit money moved through the protocol, also argued that Tornado Cash sanctions hurt innocent people.<\/p>\n<h2>Endangered Expansion<\/h2>\n<p>Examples of financial privacy-supporting statements by A16z can go on and on, as can the list of statements supporting Flock\u2019s surveillance network. Meanwhile, legal and regulatory fights are ongoing on both fronts, which could affect financial and online privacy as well as Flock\u2019s business and, in turn, A16z\u2019s investments.<\/p>\n<p>Flock Safety CEO Garrett Langley said in July that the company was in 7,000 cities and wanted its <a href=\"https:\/\/www.thedrive.com\/news\/flock-ceo-wants-its-cameras-in-every-one-of-americas-17000-cities\" target=\"_blank\" rel=\"noopener noreferrer\">cameras in every one of America\u2019s 17,000 cities<\/a>. Source: Secure Justice<\/figcaption><\/figure>\n<h2>Two Bets and Search for Compromises<\/h2>\n<p>As the expansion plans now face greater uncertainty, Langley said in an interview with Fox News in August that the U.S. needs to <a href=\"https:\/\/www.foxnews.com\/media\/flock-safety-ceo-calls-national-compromise-amid-camera-sabotage-public-revolt\" target=\"_blank\" rel=\"noopener noreferrer\">find a compromise between privacy and safety<\/a>. A similar \u201ccompromise\u201d direction might be forming in the debate over financial and online privacy regulation.<\/p>\n<p>Whether either debate will end in some sort of compromise, or which side will win more, remains an open question. Moreover, these debates might never end.<\/p>\n<p>In the meantime, A16z is likely to continue defending both sides of its privacy and surveillance-related bets. When it comes to Flock investments, A16z seemingly argues that location privacy concerns are misunderstandings that ignore the benefits of fighting crime.
