They would also be compelled to comply with the international \u201ctravel rule\u201d by sharing sender and recipient details on transfers.<\/p>\n<p>Williams emphasized that the legislation responds to growing local participation in the digital asset market, where residents currently trade through overseas platforms without regulatory protection.<\/p>\n<p>\u201cWe are not legislating because virtual assets are good or bad,\u201d Williams said. \u201cWe are legislating because they are here and our people are exposed.\u201d<\/p>\n<h2>Licensing Requirements and Penalties<\/h2>\n<p>The bill mandates that any business offering virtual asset services to consumers in Jamaica must obtain a license from the Financial Services Commission (FSC), regardless of where the entity is physically headquartered.<a href=\"https:\/\/news.bitcoin.com\/regulation-and-legal\/malta-regulator-flags-unlicensed-crypto-marketing-firm\/\"> Operating without a license<\/a> would be classified as a criminal offense.<\/p>\n<p>Once licensed, providers would fall under Jamaica\u2019s existing anti-money laundering framework, including the Proceeds of Crime Act, the Terrorism Prevention Act, and the United Nations Security Council Resolution Implementation Act.
