The latest activity brings the three-day bitcoin movement tally to roughly $1.78 billion, although the transfers do not establish that any coins have been sold. Arkham sources also verify that a majority of the funds moved by the Department of Justice (DOJ) have found homes <a href=\"https:\/\/news.bitcoin.com\/exchanges\/coinbase-plans-pro-return-with-crypto-options-and-stock-trading\/\">at the centralized exchange Coinbase<\/a>.<\/p>\n<h2>Another Billion-Dollar Bitcoin Transfer Rocks Government Wallets<\/h2>\n<p>Thursday\u2019s transactions followed smaller movements involving cryptocurrency linked to the <a href=\"https:\/\/news.bitcoin.com\/from-a-32-billion-valuation-to-financial-troubles-an-in-depth-look-at-the-rise-and-fall-of-ftx\/\">defunct FTX exchange<\/a>. Arkham\u2019s transaction history shows a 0.00449 ETH transfer worth approximately $11.53, followed by a $10 USDT test transaction and a considerably larger 94.149 million USDT transfer valued at $94.15 million.<\/p>\n<p>The USDT went to a Coinbase Prime deposit address. Roughly a day later, DOJ-linked Bitfinex wallets <a href=\"https:\/\/news.bitcoin.com\/bitfinex-hacked-exchange-goes-offline-investigation\/\">from the 2016 hack<\/a> stirred again, moving 12,267.02 BTC worth more than $1 billion. A separate transaction involving 0.00019 BTC, worth approximately $15.57, appeared around the same time.<\/p>\n<h2>Bitfinex Restitution Throws a Wrench Into the Sale Narrative<\/h2>\n<p>The latest bitcoin movement has a legal wrinkle. The coins are associated with the 2016 Bitfinex hack, which resulted in <a href=\"https:\/\/news.bitcoin.com\/bitfinex-hack-bitcoin\/\">approximately 120,000 BTC being stolen<\/a> from the cryptocurrency exchange. Federal authorities subsequently recovered approximately 94,643 BTC tied to the case. In January 2025, <a href=\"https:\/\/news.bitcoin.com\/court-orders-9-billion-bitcoin-restitution-in-bitfinex-hack-case\/\">a federal court approved<\/a> returning recovered assets to Bitfinex, placing the coins in a different category from ordinary government-owned forfeitures.<\/p>\n<p>President Donald Trump\u2019s <a href=\"https:\/\/news.bitcoin.com\/trump-signs-order-establishing-digital-fort-knox-bitcoin-reserve-funded-by-seized-assets\/\">March 2025 executive order<\/a> established the Strategic Bitcoin Reserve and directed that government-owned bitcoin deposited into the reserve not be sold. However, bitcoin that must be returned to its rightful owner through restitution is not necessarily eligible for inclusion in that reserve. In other words, returning stolen bitcoin to Bitfinex isn\u2019t the same thing as Uncle Sam unloading government-owned BTC onto the market.<\/p>\n<p>The court-approved restitution process makes returning the coins a plausible explanation for the latest activity, but the blockchain transactions alone cannot confirm that restitution has occurred. However, the reason does not account for DOJ funds stemming from <a href=\"https:\/\/news.bitcoin.com\/us-government-may-have-quietly-seized-another-2-4b-in-bitcoin-linked-to-lubian-mining-pool\/\">the Lubian mining<\/a> seizure and the Potapenko-Turogin fraud case. Why bitcoin from those specific forfeitures moved is anyone\u2019s guess.<\/p>\n<h2>Government Crypto Transfers Reach Nearly $1.9 Billion<\/h2>\n<p>The new activity comes directly on the heels of <a href=\"https:\/\/news.bitcoin.com\/featured\/us-government-shifts-770m-in-bitcoin-as-mystery-wallets-emerge\/\">Galaxy Research\u2019s Wednesday findings.<\/a> The firm identified 9,261 BTC worth approximately $770 million moving to Coinbase Prime over two days, including 2,456 BTC from previously unidentified wallets. Galaxy also calculated that roughly 71% of the government\u2019s bitcoin holdings were associated with the Bitfinex recoveries and the Lubian case, neither of which represented settled government property.<\/p>\n<p>Adding Thursday\u2019s $1.01 billion bitcoin movement and $94.15 million USDT transfer to the previous $770 million brings the combined value of the reported activity to approximately $1.87 billion. That\u2019s a tidy sum moving through government-linked wallets in less than three days. Still, the central distinction is ownership, not simply movement. A transfer involving stolen assets awaiting restitution tells a fundamentally different story from a government decision to liquidate its <a href=\"https:\/\/news.bitcoin.com\/trump-endorses-senators-push-for-us-to-amass-bitcoin-reserves\/\">bitcoin reserves<\/a>.<\/p>\n<p>The government\u2019s shifts, however, came at a pretty awful time, as the crypto market has lost billions.
