The regulator credited the portal with supporting Cura\u00e7ao\u2019s online gaming reform since 2024. In practice, it was the website where companies applied for a Cura\u00e7ao license and uploaded the documents the regulator reviews, from ownership records to compliance policies, and the system the leaked files were taken from. It was already offline, according to an <a href=\"https:\/\/gamingcontrol.spin-cdn.com\/media\/general_publications\/20261002_announcement_re_online_gaming_portal.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Oct. 2 notice<\/a>.<\/p>\n<p>Licensing, compliance, and supervision \u201cwill continue through alternative arrangements while an interim solution is being implemented,\u201d the CGA said, with details \u201ccurrently targeted for no later than October 9, 2026.\u201d As of Tuesday morning UTC, the <a href=\"https:\/\/www.cga.cw\/news\" target=\"_blank\" rel=\"noopener noreferrer\">regulator\u2019s news page<\/a> listed nothing after the Oct. 7 announcement. The Oct. 2 notice told operators not to email documents meant for the portal, because \u201csuch submissions cannot be processed through alternative channels at this time,\u201d and postponed portal filing deadlines until the portal came back, which the CGA has since said it won\u2019t.<\/p>\n<p>The CGA said the \u201cavailability of the current digital seal will be affected\u201d and that it would \u201cshortly introduce an alternative mechanism\u201d for operators to show a domain is licensed. On Tuesday morning, the certificate page behind crypto casino Shuffle\u2019s seal still loaded and listed its Cura\u00e7ao license as active. The regulator says existing licenses remain valid and operators\u2019 obligations are unchanged. The seal is a badge that licensed casinos such as Shuffle display on their sites, linking to a certificate page on the regulator\u2019s website that names the company behind the site, its license number and status, and the other domains it runs, so visitors can check that a casino is licensed.<\/p>\n<p>The CGA disclosed unauthorized access to the portal on Sept. 17. In a <a href=\"https:\/\/gamingcontrol.spin-cdn.com\/media\/general_publications\/20260923_follow_up_on_unauthorized_access_to_the_cga_online_gaming_portal.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Sept. 22 follow-up<\/a>, it said a German security researcher had entered through an account registered in December 2025 under a false identity and kept access until September, called it \u201ca serious breach under Curacao law,\u201d and said it would report it to the relevant authorities. It also said it \u201cwill not repeat figures it cannot verify\u201d about what was taken.<\/p>\n<p>Hacker Lilith Wittmann has published more than 40,000 of the portal\u2019s documents as the \u201cCasino Secrets\u201d leak, which surfaced a <a href=\"https:\/\/news.bitcoin.com\/igaming\/casino-secrets-leak-ties-uk-bookmakers-offshore-mystake-operator\/\">revenue-sharing deal between British bookmakers\u2019 content supplier SIS and Mystake operator Santeda<\/a>, among other things. Follow the Money, which published the main investigation into the files with European media partners, said they <a href=\"https:\/\/news.bitcoin.com\/igaming\/curacao-casino-secrets-exposed-regulatory-leak\/\">identified roughly 800 owners of nearly 650 Cura\u00e7ao-licensed companies<\/a>. In a separate case, Wittmann said in September that a Berlin court had <a href=\"https:\/\/news.bitcoin.com\/igaming\/casino-secrets-hacker-beats-malta-regulator-leak-site-down\/\">ruled for her against the Malta Gaming Authority<\/a>, which had won an interim injunction against her after she breached its systems in March.
